Office 365 has an attribute you can set in Exchange Options (or via PowerShell) to send an additional message each time a room is booked, whether the request is accepted or denied.

Setup in the Exchange Admin Portal
Sign in to the Exchange Admin Portal to manage your Resource Mailbox settings
Open a Resource Mailbox (meeting room resource) and click "Manage Settings"

- In the text box at the bottom, add the message you would like to be included as an AdditionalResponse in every reply to a booking request
