You open Room Finder in Outlook, pick a building, and the list is empty. The rooms exist. People can still book them by typing the name.
The cause is almost always in Exchange Online, not on anyone's PC: the rooms aren't in a room list, or they're missing City, Floor and Capacity.
A room picked in Room Finder lands in the Location field.
Quick checklist
Check these in order:
- The room is free at that time and matches the filters (capacity, features).
- The room mailbox is a member of a room list.
- The room has City, Floor and Capacity set with
Set-Place. - The room isn't hidden from the address list.
- You've waited 24 to 48 hours since the last change.
- Your tenant hasn't switched to Places finder, which needs buildings and floors instead of room lists.
Why Outlook Room Finder is not showing rooms
1. The room is booked or doesn't match the filters
When you are checking meeting room availability in Outlook, Room Finder only lists rooms that are free for the meeting time and fit the filters you picked. Clear the capacity and feature filters, or try another time, before you change anything in Exchange.
2. The room isn't in a room list
Room Finder browses by room list: a special distribution group whose members are room mailboxes. Room lists appear as the Building filter. A room that isn't in any room list won't show up when users browse, even if they can still type its name into the meeting.
3. City, Floor and Capacity aren't set
Most guides stop at the room list. Microsoft's docs go further: rooms need their place attributes set, especially city, building and capacity, or they won't show up as options even if a room list contains them. Room Finder uses City to group room lists, and Floor and Capacity to filter.
Each room list should also hold rooms from one city only. If a list mixes cities, it only appears under the city where most of its rooms are.
4. The room is hidden from the Global Address List (GAL)
The GAL is the directory Outlook searches for people and rooms. A room mailbox with HiddenFromAddressListsEnabled set to $true is hidden from Room Finder too.
5. The change hasn't synced yet
Microsoft allows 24 to 48 hours for new or changed room lists, members and room properties to appear in Room Finder. During that window, Room Finder can show nothing or stale results, so don't keep re-running commands.

How to fix Outlook Room Finder not showing rooms
You need Exchange admin rights. These steps use Exchange Online PowerShell.
Step 1: Connect to Exchange Online PowerShell
Install the Exchange Online module and run Connect-ExchangeOnline as an admin. If you need help, see connecting to PowerShell to manage Exchange.
Step 2: Create a room list
Create one room list per building (or per floor in a large building):
New-DistributionGroup -Name "Building A" -RoomList

Step 3: Add the rooms to the room list
Add-DistributionGroupMember -Identity "Building A" -Member room1@contoso.com
Keep each room list to 50 rooms or fewer. Room Finder returns at most 100 rooms per search.
Step 4: Set City, Floor and Capacity on each room
Set-Place room1@contoso.com -City "Seattle" -Floor 1 -FloorLabel "Ground" -Capacity 8 -Building "Building A"
Use the same City for every room in a room list. You can also add -Tags (for example "Whiteboard","Standing desk"); tags show up in the Features filter. See our Set-Place guide for every parameter.
In hybrid setups, Set-Place can't change City on synced room mailboxes. Set it on-premises with Set-User instead.
Step 5: Make sure the room is visible in the GAL
Get-Mailbox room1@contoso.com | Format-List HiddenFromAddressListsEnabled
If it says True, unhide it:
Set-Mailbox room1@contoso.com -HiddenFromAddressListsEnabled $false
Step 6: Verify, then wait 24 to 48 hours
Check every room in the list at once:

Every room should have the same City and a Capacity. Then give Exchange 24 to 48 hours before testing Room Finder again.
New Outlook and Places finder
Room Finder works in classic Outlook for Windows, the new Outlook, Outlook on the web, Outlook for Mac and Outlook mobile. All of them read the same room lists and properties, so the fixes above apply everywhere.
The exception is Places finder, Microsoft's replacement for Room Finder in Outlook and Teams. It has been free in every Microsoft 365 plan since April 2026 (what changed), and Microsoft says it is evaluating retiring Room Finder. Places finder browses by building and floor, not room lists:
- Tenants onboarded on or after August 1, 2026 get Places finder by default.
- Older tenants keep Room Finder unless an admin turns Places finder on with
Set-PlacesSettings. - Each user sees one or the other, never both.
If your users see Places finder and rooms are missing, the room needs a parent floor in the Places directory, set with Set-PlaceV3 -ParentId. Microsoft says that link can take up to 24 hours to show. See Enable Places finder for setup.
To keep both working during a migration, use one room list per building, named exactly like the building, and keep Floor and FloorLabel set on each room.

Why is Outlook Room Finder empty?
Usually there's no room list, or the rooms in it don't have City and Capacity set. Room Finder needs both.
Why does a room show in the address book but not in Room Finder?
The room is visible in the GAL but either isn't in a room list or is missing place properties. Add it to a room list and run Set-Place with City, Floor and Capacity.
Why does a room list show in the wrong city?
A room list appears under the city where most of its rooms are. Give every room in the list the same City.
